for the National Electric System and the Wholesale Electricity Market
The Manual of Requirements for Information Technology and Communications for the National Electric System and the Wholesale Electricity Market, was published today in the Official Gazette. It is an instrument related to the responsibilities of the National Center for Energy Control (CENACE), establishing that the Carrier, the Distributor, the Power Plant and the Load Center with respect to the commissioning, operation and maintenance of Information and Communications Technologies (ICT) related to the Operational Control of the National Electric System, as defined in Article 3, fraction XLIV of the Electricity Industry Law (SEN) and with the operation of the MEM; and the minimum requirements of the ICT infrastructure necessary for the Operative Control of the SEN and the operation of the Wholesale Electricity Market (MEM), including the measurement for settlements
The Market Rules that govern the MEM are integrated by the Electricity Market Bases and the Market Operational Dispositions. The manuals of market practices are part of the Market Operational Provisions and are intended to develop in greater detail the elements of the Electricity Market Bases and establish the principles of calculation, instructions, rules, guidelines, examples and procedures to be followed for the administration, operation and planning of the MEM.

The aforementioned instrument is the manual of market practices that establishes the principles, rules, guidelines, examples and procedures to be followed in the use of ICT, so that CENACE, the Transporters, the Distributors, the Power Plants and the Load Centers have the means of communication for voice and data transfer, with quality of information, required to comply with real-time telemetry directly for the operational control of the SEN and with the operation of the MEM, including the measurement paraliquidations.
